Article I – NAME
The name of this organization shall be the College Democrats.
Article II – PURPOSE
In order to educate and stimulate in the student body an active interest in governmental affairs, to increase the efficiency of popular government, to foster and perpetuate the ideals and principles of the Democratic Party, therefore we the College Democrats do hereby associate ourselves together and establish this constitution.
Article III – MEMBERSHIP
A. Membership is open to any registered student.
B. The faculty advisor shall be appointed by the President subject to a majority approval of the members present at any regular meeting.
C. Expulsion of members may be provided for in the by-laws.
D. The College Democrats endorse, subscribe to, and comply with the anti-hazing policies and statement of Student Government.
Article IV – OFFICERS
A. Officers shall include a President, Vice-President, Treasurer, Secretary, and Program Coordinator.
a. All officers must possess a 2.0 cumulative grade point average.
b. The President must have been a member of the College Democrats for at least one semester.
C. The term for all offices shall be one year.
a. Notice of upcoming elections shall be given at least 2 weeks prior to their being held.
b. Voting will be by secret ballot. A simple majority of members voting shall be necessary to elect officers.
E. Duties of Officers
a. The President shall direct the affairs of the organization and execute all rules adopted by the organization along with the following: officiate at all meetings, appoint all committee heads with the consideration of the body and advisor, and to set the time and location for all future meetings.
b. The Vice-President will be an ex-officio member of all committees, supervise the actions of all committees, and shall perform the duties of the President if he/she is unable to do so.
c. The Treasurer shall be responsible for all monetary transactions of the organization. He/she shall also be responsible for the possible allocation of further funds.
d. The Secretary shall take minutes of all meetings and shall be responsible for carrying out all correspondence for the organization
e. The Program Coordinator shall be partially responsible for obtaining suitable programs and speakers when needed.
F. The executive board shall be composed of the five elected officers. The faculty advisor shall serve as an ex-officio member of the executive board.
G. The succession of officers:
a. For the Presidency: Vice-President, Treasurer, Secretary, and Program Coordinator
b. Any other vacancy will be filled by special election held at the next regular meeting. Nominations may be made at the meeting at which the resignation is tendered, as well as immediately prior to the election.
H. Removal of an officer may be accomplished by a 2/3 majority of the members.
Article V – MEETINGS
A. A quorum shall be 25 percent of all members.
B. The executive board shall draw up the calendar of events and meetings at the beginning of each semester, with the approval of the body.
C. All meetings shall be conducted according to Robert’s Rules of Order, unless the by-laws should establish different procedures.
Article VI – CONSTITUTION
a. This constitution will be valid upon approval of 2/3 of the members present at a regular meeting, and upon approval of the Student Government.
a. An amendment may be presented by any member
b. The proposed amendment will be read aloud for the two meetings prior to the final vote.
c. A 2/3 majority of the members present are required for passage of an amendment.
d. All amendments must conform to the Student Government regulations.
a. Any member may propose by-laws.
b. A simple majority of the members present is needed for the passage of the proposed by-law.
c. All by-laws must comply with this constitution and with Student Government regulations.
